Active Setup + gpupdate /force problems

Hello guys. So sorry for my bad English. I hope this is understandable.

In order to force a policy update in Windows 7 only for the first time the computer is used for any user, I think Active Setup is the best option. The problem is that active setup is executed the first of many initial user task in windows, and it is too early for the gpupdate to take effect. If you manually run the command just 30 seconds after, when all the user configuration processes have finished and the desktop is fully loaded, it works ok. I have tried to introduce several ways of delaying the code a few seconds or minutes, but it always delays the users tasks I want to avoid too, and gpudate /force has not effect. Do you know any way to delay the active setup script but allowing all the user processes to run during that delay?
